YOUNG CHILDREN AND ADULT SEAT BELTS - IS IT A GOOD IDEA TO PUT CHILDREN IN ADULT BELTS

This paper examines the evidence for and against putting a young child into an adult seat belt when an approved child restraint is not available. The author discusses investigations, practices and legislation in other countries, including USA, Canada, Sweden and UK, and concludes that the evidence indicates that a child of any age is safer in an adult belt than remaining unrestrained. While the evidence is convincing for school age children, there is less evidence relating to pre-school children. This review provides the background to proposed legislation in New Zealand. (TRRL)
